Rick Coburn was the sec chief , ad later baron of Vista, Colorado.
He was friendly towards the companions, but was forced to hunt them down after Krysty killed his baron (he agreed that it needed to be done, but in order to retain power in the eyes of his men, he had to avenge the baron's death). He caught up with Ryan in the redoubt, and they fought, but Ryan lured him into a section of passage infested with mutie snakes, and they killed him (Shockscape).
